MAJOR HEADLINES

THE GRAPHIC

Today's graphic comes from Morgan's Asset Allocation update for Q4 2022. The supporting commentary that goes with the graphic highlights Morgan's preference for "assets with defensive characteristics, inflation protection and lower correlation to the economic cycle." The key takeaway is as follows; "investors are advised to be nimble with their cash holdings."

Morgans points to a relatively bleak economic outlook, although Australia should fare better than most given we are net exporters of raw materials. Other headlines include:

  • The global economy is headed for a likely recession
  • Most major central banks will press on with tightening due to uncomfortably high inflation
  • Europe will succumb to recession amid higher energy prices and subsequent terms of trade shock
  • China's economy will continue to struggle with a property slump, fading export demand, and limited policy support
  • Energy commodity prices will remain high amid supply disruption and non-energy commodities don't have much further to fall

THE CALENDAR

It's all about the RBA decision today. The market is pricing in an 80% chance of a 50 basis point hike. If it comes to fruition, it would the sixth hike in as many months. Some economists believe that the central bank will only hike by 25 bps, particularly in light of the recent turmoil in international markets, in particular the surge in the price of the UK government debt.

STOCKS TO WATCH

In short, the focus is on the banks - particularly ahead of today's RBA decision. A recent note from Macquarie notes slowing growth and competition has been partly offset by deposit tailwinds. Housing credit growth has continued to moderate whilst competition for mortgages remains intense. Retail deposit spreads continue to be highly lucrative, providing meaningful margin upside in the next six months.

Amongst the winners, National Australia Bank (ASX: NAB)  and Westpac (ASX: WBC)  have grown ahead of their peers, growing at around system. Commonwealth Bank (ASX: CBA) has grown at 0.7x system, whilst ANZ Banking Group (ASX: ANZ) continues to struggle to arrest its market share decline. Regionals are growing well below system.

THE CHART

Sticking with the banks, the chart above comes courtesy of Morgan Stanley and shows housing loan growth over the past year. Bedigo and Adelaide (ASX: BEN) has been growing above system over the period, although, as mentioned above, that is no longer the case. NAB is the only major to be above system, whilst ANZ is languishing badly over the past year.

Free council advisory service helping strengthen local businesses - Ipswich City Council

Free council advisory service helping strengthen local businesses

04 October 2022

Ipswich City Council is urging local businesses to take advantage of a free program designed to help them bounce back after recent natural disasters and the COVID-19 pandemic.

Economic and Industry Development Chairperson Councillor Nicole Jonic said Strengthening Business is free business advisory service run by local independent experts who work with owners and staff to help their businesses grow stronger.

“The focus of the sessions is to offer constructive advice to support business recovery as well as tools for future crisis planning,” Cr Jonic said.

“Our small businesses are the heart and soul of our city and are a key economic driver, so we want to explore new ways to help our local businesses community to thrive.

“We recognise the impact that COVID-19 lockdowns and natural disasters have had on businesses and council wants to ensure that they can bounce back.”

The free program will cover topics including business goals, building on current strengths, business roadmaps, crisis preparation and becoming more resilient.

Councillor Jonic said participants can be assured there will be genuine advice and guidance to make businesses stronger and no sales pitches, hooks or after-session traps.

“The floods and COVID-19 brought fast-moving and unexpected impacts for business, and many were unprepared and are still trying to pick up the pieces,” Cr Jonic said.

“Attendees will learn practical ideas and strategies from experts that they can then action and utilise straight away.

“We look forward to offering our local businesses new ways to adapt to disruptions and turn uncertainty into an advantage and thrive.”

The Strengthening Business program is funded by the Australian and Queensland Governments, in partnership with Ipswich City Council, Entrepreneurs’ Programme, Deloitte and Small Business Financial Counselling Service (SBFCS) Southern Queensland.

Program sessions will be held between 9am-1pm at Fire Station 101, Limestone St, Ipswich on October 4 and 18 and November 1, 15 and 29.

Local leaders share Sendai recommendations - World - ReliefWeb

LOCAL governments have shared a series of policy recommendations to support the scaling up of action to prevent and reduce disaster risk.

Municipal leaders came together at two major conferences in Asia Pacific to ensure that the voice and experience of local governments is captured to positively influence the Midterm Review of the Sendai Framework.

At the Asia Pacific Ministerial Conference on Disaster Risk Reduction in Brisbane, Australia, the Local Authorities Stakeholders Group issued a ‘Statement of Actions’ that called for a ‘Think Resilience’ approach to all investments and development related decisions. The statement also emphasized the importance of creating ‘an enabling environment through national legislation and policies to accelerate the recovery from the COVID-19 pandemic’.

It highlighted other opportunities to transform risk-resilient development, including greater inclusion of marginalized communities in local governance processes and increased access to and the capacity to manage financial resources for resilience.

Local government officials and technical experts also met at the 2022 International Disaster Resilience Leaders Forum, in Incheon, Republic of Korea, where they made a series of recommendations to the Midterm Review. The document called for scaled up partnership with the private sector and academia. It also highlighted the important role of international networks, such as the Making Cities Resilient 2030 (MCR2030) initiative.

‘National, local, and international stakeholders engaging in disaster risk reduction should continue efforts to support further capacity development of local governments to prepare bankable projects,’ the report said. It also highlighted the increasing need ‘to access a variety of financial instruments, including thematic-labelled bonds and other funding mechanisms that support disaster risk reduction and climate change adaptation.’

MCR2030 is a United Nations-led global network that has mobilized 1,365 local governments, representing more than 386 million people, committed to strengthening their disaster and climate resilience. MCR2030 has also convened national governments, municipality associations, service providers, as well as 12 core partners that are a ‘who’s who’ of international organizations active on urban resilience.

The UN General Assembly has called for the Midterm Review, which marks the midpoint in the implementation of the Sendai Framework. The review is also an important milestone for other UN frameworks, including the 2030 Agenda, the Paris Agreement, and the Addis Ababa Action Agenda. The Midterm Review is working to take stock, identify emerging issues, uncover context shifts, and build coherence with other frameworks. It is aiming to better address the systemic nature of risk and thus support regenerative and sustainable development. The review will conclude in 2023 at a high-level meeting of the UN General Assembly.
