Victoria's new locally-acquired case is a primary close contact who has been quarantining throughout their infectious period.
There were no new overseas-acquired cases in the state.
He said low testing numbers could jeopardise the further easing of Melbourne's restrictions, particularly as mystery cases continue to pop up.
Health minister Martin Foley confirmed today's case was linked to the Arcare aged care home in Maidstone.
Mr Foley said the person was a close contact of an existing case and already in quarantine.
The health minister also confirmed the infection was not a resident at the facility.
Mr Foley said the latest case being linked and already in isolation was a "good thing but cannot be taken as mission accomplished"," he said.
"There is still more work to do. There are more people to interview, more leads to explore."
Chief Health Officer Brett Sutton said one new case was a positive sign.
"Several cases in recent days have already been in quarantine and there are no new exposure sites associated with them, which is a good sign," he said.
Professor Sutton said authorities will look at the possibility of AFL crowds in Victoria next weekend and each game will be assessed on merit.
Victoria is currently handling 68 active cases of COVID-19 in the state.
To date, a total of 785,623 doses of a COVID-19 vaccine have been administered to Victorian residents.
There were seven cases found in hotel quarantine, bringing the total number of active cases in Queensland to 20.
The results come from just under 10,000 tests.
NSW has also recorded no new local cases of COVID-19.
